Instruction rules require municipalities to take into account what the province considers important when amending their environment plan. The regulation includes the preferred areas for wind in the province and the cluster requirement of four turbines outside the preferred areas. It also includes an exception for wind turbines on industrial estates. The Provincial Energy Strategy Programme includes how the province deals with licensing, making programming agreements by municipalities and local ownership requirements.
The draft amendment to the 2024 Environment Ordinance, the Provincial Energy Strategy Programme and the Environmental Impact Assessment will be available for inspection from 18 January 2024 to 28 February 2024.
Within this period, anyone can submit views on the instruction rule wind energy 2024 in the Environment Ordinance and the Provincial Energy Strategy Programme. In March 2024, Provincial Councils are scheduled to decide on the proposed amendments and the views submitted on them.
